Martin Road Ranger’s Residence – Proposed change to use

The Centennial Park and Moore Park Trust (the Trust) are proposing an update to the future use of the Ranger's Residence, located adjacent to Martin Road in Centennial Park.  

Background

The historic Ranger's Residence, located adjacent to Martin Road within the grounds of Centennial Park, has been vacant since 2020 when the COVID-19 lockdowns occurred. Prior to this, it was used for short-term accommodation and an occasional commercial filming location.  

Proposed change

The current permitted use of the Ranger’s Residence is commercial, such as small professional offices. The Trust is now proposing to reinstate the short-term residential use of the premises. This will expand the range of potential future uses of the Ranger’s Residence to either suitable short-term accommodation or commercial use. 

It is envisaged that each short-term residential accommodation use would be limited to a maximum of one week and would have clear requirements about use of the premises to minimise noise. 

The planning assessment process is expected to be completed in early 2026. Following this, the Trust anticipates taking the Ranger’s Residence to market, seeking a lease or management arrangement, allowing it to be used and enjoyed by members of the community.

The Martin Road Ranger’s Residence has been vacant since 2020 when the COVID-19 lockdowns occurred. Prior to this, it was leased as short-term accommodation and as an occasional location for commercial filming.
In 2023, GSP notified residents of the proposal to allow commercial use of the building for professional offices, such as architects, professional consultants, or solicitors.  This use was approved in 2024, however GSP and its agents have been unable to obtain a tenant for the use.

The Trust proposes that the Rangers Residence be used as either short-term residential accommodation or the approved commercial use by an appropriate small business. The change will provide a greater range of potential tenants for the building and assist in obtaining a suitable tenant.

As a public authority the Trust is able to assess the environmental impacts of the proposed use in accordance with the requirements of State Environmental Planning Policy (Transport and Infrastructure) 2021 and Division 5.1 of the Environmental Planning and Assessment Act 1979. For the proposed short-term accommodation, we will do this through an Addendum to the approved Review of Environmental Factors (REF).

The process will consider a range of issues including noise impacts, access requirements, heritage considerations, wear and tear on the property and opportunities to minimise any adverse impacts. It will also consider issues raised by the community.
Following public consultation on the proposal the Trust will consider potential environmental impacts and will determine whether a change of use to also allow short-term residential is appropriate.

An agreement for all short-term accommodation will outline clear requirements about appropriate use of the premises to minimise noise. 

The agreement with the occupants will outline the responsibility of repairs and maintenance between the occupant and the landlord.
