In early 2025, Greater Sydney Parklands led targeted community and key stakeholder consultation to develop the Entertainment Quarter Placemaking Framework to inform the desired precinct outcomes for the future revitalisation of EQ.

What We Heard – key themes

Stakeholders are interested in understanding how a new venue enhances Sydney’s broader venue offer

Understanding what type and size of venue is right and spatially testing that to determine how it fits into the context, while allowing for safe egress in and out, are key steps to assess its potential.

Improved access and public transport connections will facilitate additional visitation to Entertainment Quarter

Existing public transport (light rail and buses) can facilitate increase visitation to Entertainment Quarter and also have potential expansion capacity. There are existing active transport connection that could be strengthened to be clear and legible.

Entertainment Quarter can be a thriving destination with the right mix of carefully considered uses

The right quantum, quality and mix of uses that delivers a balance of options, supported by a strong market present, is necessary to achieve important critical mass for everyday and year-round activation.

Is a valuable industry for the New South Wales economy

Film and TV Production is regarded as an important element of culture and the economy, noting the significance of its presence in the Moore Park precinct. Considering how the film theme can be part of the Entertainment Quarter experience could be an opportunity.

Tapping into the layered story of place offers the opportunity to create a distinctive identity

Through the combination of a unique mix of attractions and place experiences, not found elsewhere, creates the opportunity for Entertainment Quarter to develop a distinctive identify and compelling proposition.

There is an opportunity to strengthen visitation to Entertainment Quarter through integration with surrounds

When Entertainment Quarter is integrated to it surroundings to create an intuitively legible and highly permeable precinct, the benefits will be more visitors resulting from increase cross-usage between other precincts.
 
Celebrating the site’s history and parkland character provides the opportunity to make Entertainment Quarter a very special place

There are valued cultural heritage elements such as the untold stories of First Nations people, the agricultural history and the Showring, that when articulated and showcased provide more reasons to visit and stay longer.
A focus on inclusion outcomes will assist Entertainment Quarter establishing itself as a great public place

Urban recreation, community facilities and public spaces delivered as accessibe, inviting and safe spaces provide the elements to position Entertainment Quarter as a welcoming public space.

Vision and Placemaking Pillars for EQ

The placemaking vision is to transform EQ into a vibrant and inclusive precinct that supports more live performances, public events and visitor experiences.

The strategic placemaking pillars are informed by the Moore Park 2040 Master Plan and guided by the statutory frameworks of the Centennial Park and Moore Park Trust Act 1983 and the Greater Sydney Parklands Trust Act 2022.
