Conservation Management Plan

The Conservation Management Plan (CMP) for Centennial Parklands has now been endorsed by the NSW Heritage Council.

Background

In March 2000, Centennial Park, Moore Park and Queens Park were listed on the State Heritage Register under the NSW Heritage Amendment Act 1988. The CMP was prepared to enable Centennial Parklands to meet the requirements of this listing.

Centennial Parklands is also listed on the Register of the National Estate.

Aims of the CMP

The aims of the CMP are:

  • to develop clear principles and policies for managing the heritage significance of Centennial Parklands and its individual elements and components
  •  to provide for the balanced and compatible management of the diverse Natural, Indigenous and Cultural heritage values of the Parklands
    to identify the Centennial Park and Moore Park Trust's corporate planning and management frameworks and mechanisms, as well as legislative and other stakeholder requirements
  • to recommend amendments and augmentation of the above to appropriately manage the heritage significance of the Parklands and its components
  • to recognise and provide for the frequently competing demands of past and present users, future development needs, recreational demand, event requirements and general operational practices.

How the CMP was prepared

The CMP provides a concise overview of Centennial Parklands within its regional historical context. Natural, Indigenous and Cultural features of Centennial Parklands have been identified and assessed for their heritage significance.

The CMP provides conservation policies to guide the overall conservation and management of Centennial Parklands' heritage attributes.

Accordingly, the Conservation Management Plan has been prepared using the principles and definitions of the following key documents:

  • the Burra Charter and Guidelines to the Burra Charter
  •  the Australian Natural Heritage Charter
  • J.S. Kerr's Conservation Plan
  • the NSW Heritage Manual

The Centennial Park and Moore Park Trust engaged Conybeare Morrison and Partners to prepare the Conservation Management Plan with input from Context Landscape Design, CAB Consulting, Gary Clubley, Arborist, Beyond Consulting, Casey & Lowe Associates, CD Recreation Services, Suter & Associates.

How the Community has been involved

The Trust's Community Consultative Committee is represented on the Steering Committee for the Conservation Management Plan project.

Consultations with Indigenous communities have contributed comprehensively to all the aspects of the CMP.

Wider public consultation for this project took place in two main phases:

Phase 1 - 2001

Information was collected from consultations with Indigenous communities and interested members of the public. The first phase began in October 2001, with an Open Day and Public Presentation.

Phase 2 - 2002

The draft Conservation Management Plan was developed and made available in October 2002 for a formal period of public comment at local councils, libraries and at Centennial Parklands. Those who expressed interest in the CMP were notified of the draft CMP's release.

Finalisation

All submissions were considered and amendments made according to the significance of the issues raised.

The Centennial Park and Moore Park Trust approved the revised CMP in June 2003, and it was subsequently endorsed by the NSW Heritage Council.

The CMP will become an amendment to the Plan of Management for Centennial Parklands.
