Cyclists and the new Restaurant

Overview of outcomes

Outcome #1: Access policy

There were no issues raised with the proposed access policy.

Outcome #2: Rack provision policy

Flat Top Bike Rack, courtesy BikeStorageThe Trust received strong feedback on the preferred rack option and the design features sought by cyclists. This has led the Trust to amend its original 'hooped'-style racks to provide a 'flat-top' version (see image left; image courtesy www.bikestorage.com.au).

With regards to the quantity of racks to be provided, there will initially be three pads with five racks per pad. This means that the racks will accommodate up to 30 bicycles at any one time. Some feedback received noted that some racks shouldn't be 'double sided', however the Trust will be purusing the double-sided option taking BicycleNSW guidelines (ie. "[r]acks need to be 850mm apart to enable bikes on each side") to allow for this.

The pads will be spaced along the southern edge of Banksia Way (formerly Depot Road) to reduce the scale of the racks and to relate to different access points. Banksia Way itself is now a shared zone, making the area more cycle and pedestrian-friendly.

The last piece of feedback received from several cyclists related to the provision of locks for bicycles. While the Trust's main position is that cyclists should be self-sufficient when securing their bicycles, it will assess the situation post-restaurant opening and may investigate the potential for a lock-hire facility at a future date.

All other pieces of feedback related to issues outside the scope of this consultation and have been forwarded to relevant Trust staff to consider as part of routine operations.

Background

The Centennial Park and Moore Park Trust is currently undertaking a refurbishment of the Centennial Parklands Restaurant and its surrounding precinct. Find out more.

When completed, the Restaurant will provide the following services:

  • visitor information
  • public toilets
  • kiosk
  • café
  • restaurant

The Trust is planning for access of the restaurant facility by a variety of visitor groups in addition to cyclists. Potential visitors may include:

  • regular daily restaurant / café patrons and staff
  • special group bookings to the restaurant
  • general park visitors
  • parents and young children from the playground
  • members of the dog walking community
  • teenagers from sporting fields
  • older visitors or visitors with special accessibility needs
  • operational staff

Issue

To cater for cyclists whilst providing equitable access for other visitors and ensuring Trust and Restaurant staff provide appropriate levels of service.

Proposed policies

Access policy

It is anticipated that cyclists will have access to the kiosk and café areas, however in order to keep the public areas safe, cyclists will be asked to park their bikes on the racks provided. Bikes will not be allowed on the access ramps or deck areas.

Rack provision policy

The racks will be located on the southern side of Banksia Way (formerly Depot Road) and are in a direct ‘line of sight’ from the southern deck area. The Trust is looking to provide a minimum of 15 bike rack hoops, allowing up to 30 bicycles to be chained.

Cyclists will need to provide their own chain and locks.

Proposed bike racks

Two bike rack options are presently being considered by the Trust. These are:

  1. Semi-circular hoop
  2. Narrow hoop
